Save the Children together with its partners is implementing the Sabal (Sustainable Action for Resilience and Food Security) Food for Peace/USAID-funded project for 5 years. The project is designed to increase resilience for targeted vulnerable communities in districts of central and eastern Nepal. The project aims to increase resilience, food security and improve access to economic opportunities by improving livelihoods, disaster preparedness, health status and nutritional behaviors in youth, mothers and their children. In this regard, Save the Children, Sabal invites applications from interested and eligible candidates (Nepali citizens) having the ability to deliver results with the highest level of integrity and who value diversity for the following position:

Integrated Watershed Resources Management (IWRM) Specialist

Water resources management represents one of the most significant elements on a community being able to overcome institutional and environmental shortcomings and increase its level of resilience to shocks and stresses. The Integrated Water Resources Management Specialist position to integrate watershed and basin management programming and implement key interventions in conjunction with the Sabal livelihood team. The senior water resources specialist will work together with a team of engineers and agriculturist already posted to the districts and Kathmandu, to develop operational strategies and implement water management interventions integrated with agriculture.


The Specialist will work under the overall guidance of the Sabal Livelihoods & NRM Technical Director. He/she will coordinate with Livelihoods Thematic Advisors (Agriculture, Market Linkages and Financial Services) to integrate water related interventions within Sabal program framework. He/she is the members of Sabal senior management will provide leadership support in the key aspects of water management in the following areas:

Key Technical Areas of Water Management:

• Develop strategies for watershed operations in line with Sabal resilience framework to meet water supply and conservation objectives, and ensure regulatory compliance related to water.
• Carry out short assessments on water harvesting potential, watershed management, water storage, wastewater discharge, and regulatory compliance, carrying out dialogue with Sabal communities for interventions to meet sustainable water supply demands.
• As features of watershed planning carry out watershed socio-economic characterization, water use characterization, water balancing, water economic balancing, calculation for aquifer balancing / maximum flows, and agricultural potential.
• Introduce ways to improve biophysical environment aspects of water access and availability, the institutional arrangements for water governance at local / community level, and water related technologies and approaches that can improve farm productivity for better livelihoods.
• Ensure environmental mitigation measures develop and implement standardized water monitoring and assessment tools together with MEAL Team.
• Carry out cost-benefit analyses together with community groups for watershed improvement or water management alternatives.
• Oversee together with communities, water resource mapping using geographic information systems (GIS) along in collaboration with IWMI Nepal technical expertise.
• Undertake participatory assessment of selected catchment areas to map out the details of the watershed (farming practices, status of natural resources, soil erosion, water situation, forests, socio-economic and demographic information.
• Develop a strategy to optimally utilize water resources and the associated ecosystem services in the local community within an agricultural environment.

Management and Coordination:

• Be responsible for providing technical inputs in PREP and technical backstopping to implement activities related to water and cash for work together with Sabal Engineers and sub-engineers.
• Provide technical guidance and tools required to successfully implement activities.
• Work across other programmatic areas of Health & Nutrition and DRR/CCA, and especially Livelihoods, to coordinate and ensure that water sector program strategies are aligned and integrated to maximize benefits for Sabal’s target groups.
• Coordinate across different thematic areas to establish clear understanding and detailed plans for ensuring synergy within components (Livelihoods, H&N and DRR/CCA).

Monitoring and Learning:

• Develop intervention strategy, monitoring checklists and other simplified performance measurement systems in close coordination with Sabal MEAL Team).
• Review progress and performance of watershed interventions, document learning and share with in Sabal and stakeholders.
• Participate and contribute to the Sabal Senior Management Team (SMT) relevant technical group meetings.
• Participate and contribute to the relevant external learning events that Sabal can learn and contribute to.

• Master’s in Water Management with minimum of 7 years (5 years for GSI group*) relevant experiences.
(GSI group include female, Dalit, Madhesi, people with Disabilities and other indigenous/minorities)


• Knowledge of the practical application in water resources planning, and technology tools related to watershed management.
• Knowledge of the EU Water Framework Directive and other internationally recognized watershed management frameworks.
• Applying principles, techniques, procedures, and equipment related to water conservation and hydrology.
• Experience working with a variety of partners in multiple sectors
• Strong interpersonal skills.
• Ability to communicate and conduct meetings in English and Nepali
