HELVETAS Swiss Intercooperation Nepal is a Swiss non-governmental organization actively contributing to the improvement of the living conditions of poor and disadvantaged people in Nepal. HELVETAS Swiss Intercooperation Nepal invites applications from committed and experienced Nepali citizens for the following position.


Job Title: Executive Secretary

Location: Country Office, Dhobighat, Lalitpur

Reporting to: Country Director

Job Purpose: This position is overall responsible for:

• Secretarial support- Ensure the operation of an efficient, reliable and
courteous secretarial service at the Country Office
• Coordination and communication – Act as the focal person for regional
and international workshops and events managed by the Country Office
• Human Resource Management assistance- Provide support in human
resource management in the organization

Roles and Responsibilities

1. Compliance to policies, rules/regulations and guidelines

• Adheres to relevant policies, rules, regulations and guidelines of
HELVETAS Swiss Intercooperation Nepal (Nepal Personnel Regulation
of HELVETAS Nepal; Financial, Administrative policies, Security
Response Guideline, Gender Equality and Social Inclusion Guideline,
Sexual Harassment & Mobbing Policy; Code of Conduct etc.).

2. Secretarial services (60%)

• Draft, proof read and edit organizational communication materials and
conduct correspondence politely and succinctly;
• Adhere to corporate identity guidelines in letters, agreements, and
documents sent by the Country Office;
• Provide effective and efficient administrative support to the Country
Director for setting meetings, appointments, briefings and developing
power point presentations;
• Assist Country Director in planning and setting annual performance
review meetings;
• Oversee the management of incoming and outgoing documents;
• Ensure an efficient filing (soft and hard copies) and archiving (hard
copy) system for the Country Director and the Country Office. Also
review and update hard copies of archived files annually. Ensure
safekeeping of confidential documents;
• Ensure the regular dispatch of all written materials, etc. to Zuerich.
(‘pouch mail’) and circulation of mail (‘pouch mail’) from HELVETAS,
• Work closely with Country Office Secretary for optimal secretarial
services at the Country Office;
• Manage pool of consultants and keep updates;
• Act as a minute-taker in official meetings/workshops, etc. – then
preparing and circulating these minutes in a timely manner;
• Act as Country Programme Management Meeting Coordinator and
work closely with the Country Programme Management Meeting
Chairperson and the facilitator for setting the meeting agenda and
preparing and circulating the meeting minutes;
• Act as Country Office Staff Meeting Coordinator, preparing minutes,
sharing them with the Country Director and then circulating them to all

3. Coordination and communication (15%)

• Coordinate and communicate effectively with Country Office,
Programme Office and Project Office staff for meetings, official events
and necessary correspondence;
• Act as focal point of HELVETAS Nepal for organizing international and
regional workshops and ensuring knowledge management;
• Update and share visitor lists and assist Country Director for
necessary coordination.
4. Human Resource Management (25%)
• Assist Human Resource Management Coordinator in compiling,
developing and implementing training and development plan;
• Assist in staff recruitment and selection, staff induction plan and other
team building events organized by the Country Office/ Organization;
• Maintain proper documentation in the personnel files maintained by the
Country Office;
• Assist Human Resource Management Coordination for contract
management and correspondences including for consultants and
service providers;
• Assist Human Resource Management Coordinator to strengthen the
Human Resource Management system.

5. Other specific responsibilities as assigned

Required Education, Experience and Competencies
• Bachelor’s degree (ideally in English literature). Master’s degree will be

Job Title: District Project Coordinator (DPC)

Location: Project District: Ramechhap (The DPC spends 80% of working time in the field)

Reporting to: Cluster Coordinator

Job Purpose:

The District Project Coordinator is responsible for overall coordination in programme implementation in the working Palikas. The incumbent promotes decentralised and pluralistic extension and research system in the respective Palikas. S/He plays lead role in the capacity needs assessments of local service providers and farmer organisations, and in the facilitation of organising the required actions. S/He is responsible for strengthening district and Palikas level stakeholder relations, collaboration and fund flow management. S/He supports the Cluster Coordinator in administrative and project management activities.

1. Implementation of Policies, Guidelines and Manuals

• Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment and Mobbing Policy; Code of Conduct Against Corruption, etc.) and other specific policies applicable for the NASDP)
• Ensure adherence to the Security Response Guideline, BoG and Conflict Sensitive Program Management at all levels

2. Programme Development and Implementation:

• Responsible for overall implementation and management decentralised and pluralistic extension and research system in the Palikas
• Responsible for identification and targeting disadvantaged households/beneficiaries and their empowerment
• Capacity development of Local Agriculture Resource Persons (LARPs), farmer organisations and private sector actors in agriculture service delivery
• Support in the establishment of Integrated learning center and innovation platform in Palikas
• Support in the formation , capacity building and functioning of Agriculture, Forest and Environment Committee (AFECs) like structure as per the decision of the Palikas
• Facilitate Palikas in allocation and utilization of the equalization grants and promoting joint financing in agriculture sector
• Facilitate collaboration with District Agriculture Development office, District Livestock Service Office and Palikas level agriculture sections and wards in decentralised and pluralistic extension systems
• Facilitate coordination with agriculture research stations in implementing the research component including farmer-led experiment
• Facilitate joint action, cooperation and coordination with Nepal Agriculture Growth Initiative (NAGI) components (Small Irrigation Project, Nepal Agriculture Market Development Programme and Home Garden) in the district
• Coordinate with other government and donor supported projects for synergy
• Support Cluster Coordinator in programme implementation as required

3. Programme Planning, Monitoring and Reporting

Support in formulation of coordination mechanism e.g. AFEC like structure in the working Palikas and their capacity development
• Support Palikas in formulating consolidated agricultural plan and endorsement through Palika assembly
• Facilitate and assist Palikas in preparation of local level agricultural policies, strategies, guideline and directives
• Contribute to annual programme planning at Palikas level and facilitate endorsement in Palika’s assembly
• Lead the monitoring of programme implementation
• Support local service providers on data collection, collation and compilation
• Perform the data analysis and reporting
• Facilitate increasing sensitivity of service providers in GESI and Anti-corruption guidelines and follow up of their commitments
• Facilitate periodic review and reflection meetings/ workshops with stakeholders and service providers
• Document the project processes, case stories, lesson learned and best practices
• Support cluster coordinator in organizing planning and review meetings, stakeholder consultation and workshops at district level

4. Representation and Networking

• Closely liaise with District Coordination Committee Palikas ,DADO, and DLSO in strengthening decentralised and pluralistic extension system
• Maintain good relationship and liaise with the in-house projects, government and other donor supported projects
• Be proactive in communication and sharing of district matters (operational, security, programme updates etc.) with the PSU as appropriate as indicated in the communication channel.
• Represent district team where appropriate and share project concepts and achievements

5. Other specific responsibilities

• Professional handling of the assignments and tasks dispensed by the cluster coordinator and Agriculture Extension Specialist.
• Be proactive in bringing innovations and take new initiatives into the programme
Required Education, Experiences and Competencies
Required Education
• Minimum Bachelor of Science degree in Agriculture (BSc. Ag.) with at least 2 years relevant experience in agriculture extension and research. Master’s degree will be an advantage.
Required Experiences and Competencies
• Good understanding and knowledge of extension and research in agriculture
• Ability to collect and analyse data, plan and reporting
• Strong communication and facilitation skills
• Experience in working with local government, district institutions and development organizations
• Sensitivity towards issues related to gender equality, social inclusion and poverty reduction
• Responsive, flexible and energetic
• Ability to work in diversified context
• Good computer skills in MS office
• Good in English and Nepali languages
