UNICEF Nepal announces vacancy for the position of WASH Coordinator

Position: WASH Coordinator

Job Title:
WASH Coordinator (8 Nos. to be placed in different locations in Province No. 2)

The duration of the contract is for 6 months. The contract is expected to commence as soon as possible, once the COVID-19 related lockdown/restriction of movement is lifted.

WASH programme in Province No. 2 has been comparatively larger (refer annex-1) which is funded largely by DFID/ASWA II and Finland Fund while other small funding envelops from Norwegian Fund, Thematic Fund and Regular Resources are also available for the programme. Among them, the Finland is comparatively flexible, has no projectized approach, but fully aligned with CPAP while ASWA II is with kind of projectized approach and its success is assessed under DFID’s third party independent monitoring and verification (IMV) system, conducted twice a year. The geographical location of ASWA Ii is in province No. 2 and is in implementation since 2018 which will remain till the end of 2022, while other funding are commenced recently; some of them are for shorter period while some are up to December 2022. WASH programme coverage in Province No. 2 was extended to 44 Palikas in initial stage of ASWA II and the programme implementation has been done through Palika and provincial governments and also though NGOs, as per need and in coordination with concerned Palika/stakeholders. Now, the number of ASWA II programme Palikas is gradually shrinking with completion of the target specially on sanitation but programme Palikas under other funding sources remain as focused are in the remaining period.

Now, the COVID-19 context is impacting the regular programme as the positive cases are increasing. The first lockdown was relaxed and created a space for regular development activities in Province 2, but as the COVID-19 cases are increasing in second wave, the transportation mobility and mass gathering in some of the districts/Palikas are again going to be halted, but with hope that those will be lifted very soon. In this ground, UNICEF and Local/Provincial Governments have realized that the regular programme can be resumed in certain areas under different working modalities and intended targets of WASH programmes can be achieved.

Rational for additional human resource:
The Janakpur field office WASH team of three fixed-term staff (two NOA and one NOB) are managing the above WASH programmes in Province No. 2. The ASWA II programme, as aforementioned, has been a demanding programme and had covered 44 Palikas in initial period, therefore the field office had mobilized extended human resources, which included 16 Palika WASH coordinators based at working Palikas and one WASH coordinator at Provincial government. Those coordinators were hired and paid through a third party (People 2 People) since September 2018 with intention to down size the number of WASH coordinators to the optimum level starting January 2020 in view of as the needs/scope of work was in diminishing trend to meet the remaining programme targets. However, due to the changed context in programme targets/shift in priority for outputs and COVID-19 lockdown they continued till April 2020.

The ASWA II progress reports/IMV reports show that the output target of WASH in Institutions, Water Supply, WASH Plan, Palika wide MHM and Palika/Ward level monitoring capacity are doing very less progress while the output of community/household sanitation are almost meeting; the coverage for sanitation focused activities for the remining targets include: household sanitation – 31,000 in 12 Palikas; Certification of ODF community – 158 (through Palikas); WASH Plan – 16 Palikas (20 are already in implementation through Province/NGO); Water Supply – 17,000 people (8,000 already in implementation in seven Palikas through NGOs); WASH in Schools – 10 (40 already in implementation through NGOs in 24 Palikas). Considering the challenges and low capacity of Palika for implementing activities for those poorly progressing outputs, UNICEF has been mobilizing eight NGOs since January 2020. This support package to NGOs do have adequate number of social/technical staff and their works are monitored/supported by field office WASH staffs and by a dedicated project engineer from UNICEF side. The NGOs are now gradually resuming the works with protective measures/caution, as the lockdown is relaxed and it is anticipated that the work progress will meet the given target within the stipulated time.

The WASH programme under Finland Fund, that is for till December 2022 has just begun while the WASH programme under Norwegian Funds and other small funds have already started through NGOs. Their working Palikas are maximum in 12 among the 46 Palikas which have got approved in Multi Year Working Plan (MYWP). The working modality (including monitoring mechanism) for these funds will be similar to the ASWA II modality – through NGO and DCT to Governments. However, to implement some of the remaining activities related to community/household sanitation, monitoring mechanism and capacity building and system strengthening of programme Palikas, UNICEF field office foresees that the additional human resources would be required to facilitate the programme in selected working Palikas so that to swiftly meet the annual targets. As the value for money (VfM) is a heart of the programme efficiency and effectiveness and the ASWA II fund balance is in critical stage, the duration of this extended human resources will be for 6 months, but with a provision of review (at 4th month) for systematic downsizing/exit. This review is a mandatory step to be pursued jointly by NCO and Field Office for setting future course.
