Background

With an office in Kathmandu and three Field Coordination Offices (FCO) in strategic regional locations, the Resident Coordinator’s Office (RCO) is collectively well-positioned to provide evidence based coordination and information support to the UN Country Team (UNCT) and development partners. Field presence is an invaluable conduit to access local knowledge and for genuine dialogue with local and regional stakeholders. It promotes local-level collaboration between development partners and local stakeholders as well as a crucial insight on socioeconomic challenges.

The RCO provides the necessary support, analysis and information to allow the Resident Coordinator (RC) to chair/co-chair key coordination fora by identifying priorities and setting agendas. The RC can take the lead on common issues that require the UNCT to speak with one voice, and present a common position and/or view. On this basis, the RCO is also positioned to strengthen collaboration within and between development partners and promote more comprehensive and multi-faceted programming as well as use of technical expertise. Partnerships are critical to leveraging all the interests, knowledge and resources necessary to achieve collective results.

 

Duties and Responsibilities
Under the guidance of head of RCO; with direct supervision of Field Coordinator (UNFCO Nepalgunj), in a matrix arrangement with, RCO Coordination Analyst to support UNDAF related planning, monitoring, and reporting activities at the district level.  UNV Field Officer ensures a swift exchange of information between the FCO and the RCO on priority issues and with Admin and Finance Officer to support on administrative and logistical activities particularly related to the FCOs. The UN Volunteer will undertake the following tasks:
Responsibilities related to information gathering, analysis and overall communications:
  • Gather and maintain information and manage knowledge about the work of the UN system in the region s/he is based in;
  • Assist in the consolidation, editing and finalization of RCO reports, updates, and other media products;
  • Support the flow of information between the RCO and other UN agencies (district/regional);
  • Support the organizing and implementation of UNCT public events (district/regional)

Programmatic support:

  • Assist in arranging meetings/workshops/retreats related to UNDAF implementation and any such events organized/facilitated by the RCO/FCO;
  • Keep track of decisions/action points/recommendations and set up a system for follow-up by appropriate individuals;
  • Assist in documenting and capturing lessons learned, best practices, case studies, and success stories from the field (district/regional);
  • Conduct necessary qualitative and quantitative research and prepare materials on issues affecting UNDAF implementation as they rise and in the areas of RCO priorities;
  • Support Information Management Unit in gathering and processing of georeferenced UNDAF specific data;
  • Assist in coordinating visits for national and international missions, including collection and collation of briefing materials, etc.
Knowledge management: 
  • Accompany UN staff on field visits and assist in documenting findings, good practices, and lessons learned;
  • Maintain/update contact lists and filing system of reports/documents and disseminate public information;
  • Prepare informal translations and act as an interpreter when required;
Administrative tasks:
Under guidance of administrative staff in Kathmandu, the UN Volunteer will provide the following:
  • Organize accommodation, food and meeting venues etc. and liaise with UNDSS to confirm security arrangements for travel;
  • Liaise with local service providers service contracts, provision and review of their services and payments;
  • Facilitate local procurement of materials and equipment, distribution of the procured materials and maintain inventory of the materials and equipment;
  • Prepare and ensure that all relevant documentation of expenditure, funds, and installments are up to date;
  • Assist in quarterly financial planning of the FCO;
  • Provide support in the supervision of drivers and office support staff, liaise with the landlord, ensure proper functioning of all office equipment, etc;
  • Monitor and verify attendance records for staff;
  • Maintain and update FCO’s database, records, documentation and prepare/update inventory.
Other responsibilities:
  • Perform any other related tasks that may be reasonably requested by the Field Coordinator/Head of the RCO, BOGs Officer and Administrative and Finance Officer;
  • Backstop other RCO colleagues in their absence.
Furthermore, UN Volunteers are required to: 
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  • Strong writing skill, including the ability to draft texts clearly, concisely, and swiftly on complex subjects;
  • Excellent oral and interpersonal communication skills, with an ability to make oral briefing and presentations with clarity and concision.

Required Skills and Experience
Qualifications/Education:
  • Bachelor’s Degree in Development studies, social science, management or related field.

Experience:

  • Minimum 2 years relevant experience is required at the district/regional level or national level;
  • Knowledge of Project Cycle Management is an added value;
  • Prior experience with administrative tasks is desirable;
  • Experience in the usage of computers and software packages;

Language requirement:

  • Proficiency in English and Nepali, in reading and writing;
  • Knowledge of local languages is an added value.
